It is important to know:
– Ukrainians who legally reside in Italy can convert their driver’s licenses to Italian ones without passing theory and practical exams
– Conversion is possible within four years from the moment of obtaining residence in Italy.
– For conversion, you need to have a valid Ukrainian driver’s license and its certified translation into Italian.
– Ukrainians who received refugee status in Italy can use their Ukrainian rights until the expiration of their protection status.
– If you do not have refugee status and a year has passed since you registered in Italy, you cannot use Ukrainian rights and you face an administrative fine of 2,000 euros when checked by the police.
– For conversion, you also need to have a medical certificate issued by a competent authority.
Exchange or conversion of driver’s licenses of Ukrainians in Italy to Italian licenses has a number of advantages for Ukrainians, such as:
– Compliance with Italian and EU legislation, which ensures the legal protection of the driver.
– The ability to drive vehicles that require special categories of driving licenses, such as motorcycles, buses, trucks, etc.
– Simplifying the process of renting or buying a car in Italy, as well as obtaining insurance and maintenance.
– Free driving in all EU countries without the need to have an international driver’s license.
Conversion procedure:
Contact the Department of the Civil Motor Traffic and Transport Security of Italy (Motorizzazione Civile) with the following documents:
– Application for driver’s license conversion (Modulo TT 2112)
– Receipts for payments made for the conversion procedure: €10.20 receipt #9001 and €32.00 receipt #4028 (done online via PagoPa)
– Original and copy of the Ukrainian driver’s license with translated into Italian, certified by an accredited translator
– Copy and original of permesso di soggiorno
– Copy of codice fiscale
– Copy and original of identity document
– Copy and original of document confirming residence in Italy or self-declaration
– Two 3×4 cm photos
– Copy and original of a medical certificate with a photo, valid for 3 months from the date of issue by a competent doctor
– Information letter with consent to the processing of personal data, signed by the person who ordered the conversion

Procedure for changing car license plates in Italy:
For non-residents
According to article 132, paragraph 1, of the Highway Code, foreign cars can move freely in Italy for 1 year.
For residents
Article 93-bis of the Highway Code provides two options:
Nationalization of the car within 3 months after obtaining residence in Italy.
Registration of the vehicle in the Registry of Foreign Vehicles (REVE) if the vehicle is available for more than 30 days.

The possibility of converting a special protection permit (il permesso di soggiorno per protezione speciale) into a work permit (permesso di soggiorno per lavoro).
Very frequent questions today arise from people who have a special protection permit (il permesso di soggiorno per protezione speciale), which was issued in accordance with art.19 (art.19 del Testo Unico Immigrazione (TUI), regarding the possibility of its conversion into work permesso (Permesso di soggiorno per lavoro)?
So, let’s take a closer look: the Supreme Council of Italy dated May 5, 2023 No. 50/2023 finally approved the changes to Decree No. 20 dated March 10, 2023 (decreto Cutro).
The new law changed certain articles of Law 20/2023, namely:
So, according to the amendments No. 50/2023, from now on the request for this type of permit is regulated by Article
32 of Legislative Decree No. 25/2008.
But in some cases, previous rules are applied, let’s consider which
ones:
● who submitted a request before May 5, 2023;
● who has a “striscetta” according to protezione speciale art.19;
● who has an appointment under protezione speciale art.19;
● who already has permesso protezione speciale art.19.
If you have at least one of these conditions, your permit will be converted into a permesso per
motivi di lavoro , or upon its expiration, you have the right to extend it one more time for 1 year.
In order to convert a special protection permit (permesso di soggiorno per protezione
speciale) into a work permit (permesso di soggiorno per lavoro), it is necessary to have a work
contract (contratto di lavoro subordinato) or to have an open own business (to be a private
entrepreneur) with a certificate of income tax payer cost (partita IVA) for
permesso di soggiorno per lavoro autonomo.
Let’s take a closer look at the documents that must be submitted for conversion to a work
permit in the presence of a work contract (contratto di lavoro subordinato).
Necessary documents:
If you have your own business in Italy (are a private entrepreneur) with a VAT certificate (partita IVA) , you need to provide the following documents for conversion to a work permit (permesso di soggiorno per lavoro autonomo), secondo l’art.5 comma 3- quarter del d.lgs.286/98 possono soggiornare nel territorio dello Stato gli stranieri muniti di permesso di soggiorno per lavoro autonomo, namely:

In accordance with the issued regulatory document No. 400/B/2023 dated
01.06.2023 (Circolare del Ministero dell’Interno n. 400/B/2023 del 1 giugno 2023)
> The provisions of Law 20/2023 remain unchanged, for requests submitted before 05.05 .2023.
> It is noted that permits issued in accordance with Article 19 paragraph 1.2 (special protection) can be renewed only for 1 year or converted into work permits if required by law.
We draw your attention to the fact that there is already positive judicial practice regarding the legality of conversion (permesso protezione speciale) into a work permit (Permesso di soggiorno per lavoro)!!!!
Therefore, the District Administrative Court (TAR – Tribunale Amministrativo regionale) reminds that on the basis of the special transitional provision specified in Article 7 of Legislative Decree No. 20/2023, and in particular paragraph 3, which regarding the permits for special protection valid on the date of recruitment entered into force by legislative decree (May 6, 2023), explicitly preserves “the right to convert a residence permit into a residence permit for the purpose of work, if the requirements of the law are met.”
